Note from Rob: When I first read this I hadn’t a clue what Nigel was talking about, and it’s obvious from Billy’s reply below that he didn’t either. Later I found a post Billy had made on the "Who Knew" story at the WW website. The post was made on Dec. 14, 2007.
Obviously this was what Nigel was referring to. It confused Billy and I both because an email is different than a message post on a website.
There’s a lot of heavy stuff in there and I just want to make sure you want it posted for others
to read.
Also, because some of what’s in there is new information for many people,
I want to ask you to maintain exclusive conversation with me. I’m willing
to do the reporting necessary to confirm the story you told me about
having witnessed Francke’s stabbing. To confirm that story is going to
take a lot of time and work. I’m anxious to do the work but want to make
sure that when I do, I’ll be the only reporter you are talking to.
Finally, I’m heading to the east coast on Thursday to spend the holidays
with my wife’s family. I’m swamped until I leave and so would like to
postpone our next meeting until the first week of January, if that’s okay

A key source in a conspiracy theory about the murder of Corrections Director Michael Francke failed a weekend lie detector test paid for by Francke‘s family.
Jeannie Schwartz, 67, an inmate of the Oregon Women’s Restitution Center, was “very deceptive” in a lie detector test administered during the weekend, according to the Salem Statesman Journal.
The newspaper, which has published a number of stories quoting the inmate, said Monday that Schwartz failed a polygraph exam given to her at the request of Francke‘s older brother, Patrick.
Schwartz has been at the center of speculation that Corrections Department officials were involved in Michael Francke‘s killing.
Francke, 42, was stabbed to death Jan. 17, 1989, outside the Corrections Department headquarters in Salem. Frank E. Gable, 31, was charged in April with six counts of aggravated murder and one count of murder for Francke’s death.
In April, the Salem paper quoted Schwartz as saying that a Corrections official named “Pat” told her he saw two former department officials near the murder scene about the time of the killing.
Schwartz said the source told her one of the officials was carrying a club or large flashlight at the time. The official seen carrying the object once But Schwartz proved “very deceptive” when asked by a polygrapher Saturday about the scenario and conversations she said she had with Michael Francke and Frank Gable.
“She just didn’t pass muster,” said Patrick Francke, of Lenexa, Kan.
“Nothing came up right.”
Francke said that the newspaper wanted to give Schwartz the polygraph test, but did not think it was ethical to do it.
Patrick Francke had the test done and came to Oregon last week to aid in preparing the questions and overseeing the exam. The newspaper provided some of the questions.
After Schwartz’s story surfaced, Oregon State Police detectives investigated her claims and found them to be unsubstantiated.
“The results of polygraph confirmed the investigation by State Police into her allegations,” said Tom Bostwick, chief deputy of the Marion County district attorney’s office. “We’re not surprised at the results of the test.”
State Police detectives were able to determine who Schwartz’s alleged source was and which officials she said were on the scene. Schwartz’s source denied ever talking to her and has passed a polygraph exam on the matter. The individuals allegedly at the crime scene denied any involvement in the case and passed lie detector tests.
“We were never able to substantiate any of her allegations, which is consistent with the polygraph results,” Bostwick said.

One day in 1988, while Frank Gable was still in prison, Frank Gable was talking to her.
He saw Michael Francke. He said, "that is the son of a bitch who if somebody killed him,

Frank Gable continued, "we are going to get him sooner or later."

"Pat" allegedly witnessed Bill Bertram,
Jim Michelson Steve Gassner and Richard
Peterson on the north portico. Michelson
and Bertram were at the bottom of the
steps while Peterson and Gassner were on
the north portico. She continues:
1) A drug ring was operating at OSPen.
The people involved were Nick Armen-
ikas, Officer Curtis, Officer Lee
Jones, Tony Starr, Marcy Starr and
Bob Cooper.
2) A contract was put out on MF in
Summer of 1988 at the Lamplighter
Inn in Salem. Tony Starr was re-
marking that MF had discovered the
drug ring. Tony Starr alledgedly
said if Starr or Michelson did not
get MF, then somebody else would.
3/13/90 Robert Kennicott contacts OSP about an
information exchange between Kevin Francke
and Jeanne Schwartz. He tells her to
establish a ling between FG and Tony Starr.

Dick Peterson. We didn’t have anything to suggest any criminal connection. Jeanne Schwartz claimed to know everything about everyone. She had allegations about Peterson’s whereabouts at the time of Francke’s death. That was investigated by the State Police, not by us. We did not investigate the death of Michael Francke. Anything that came up on that issue was sent directly to the District Attorney. Likewise, anything that came to the attention of the State Police or the D.A. which related to our investigation was to be referred immediately to us. That was our working relationship with the Police and the D.A.

Tony and Marcy Starr know Scott McAlister well. Tony sent messages through Curtis Coffin or Fred Lee Jones to Scott. DEA confiscated $10,000 of drug money from inmate accounts and charged Tony with racketeering. $7,000 was from Tony and $3,000 was from his wife’s account. Coffin and Jones were guards. Both were busted with drugs.

Whenever there were charges in the prison it was Scott and Bill Bertram who investigated. Any reports on wrongdoing weren’t sent by Kennicott to the State Police without Scott’s approval. Michelle, works OWCC, age 28, bleach blonde, was tight with Scott.

Tim Natividad, Tony Starr, Bob Cooper, and Stout were all big drug dealers. It was part Natividad’s money they were messing with when DEA took Starr’s ten thousand. Tony Starr told me once there was a contract on Francke.

Mike Francke made a speech at Tigard Library in August or September 1988. My husband talked with Robey Eldridge while I talked to Mike Francke. I told Francke then there was a contract on him. I heard that at the Lampliter in July or August. The State Police got the records of the Lampliter so they know the dates. That’s when Coffin and Jones came to pick up drugs. That group wouldn’t deal with Gable. Gable was too low. Starr and Natividad were big dealers. They had labs. I was very tight with Marcy Starr. That’s why I was at the Lampliter.

Mike Francke told me he had written to Frohnmayer asking him to remove Scott McAlister. Mike thought Scott was covering things up. Mike always had a briefcase and he was going to turn over some information to the Legislature. Peterson was about to be fired. About 7:30 p.m., 17 Jan ’89, Dick Peterson was hanging around OWCC. It was unusual. Several people saw him there. He left about 9:00 or 9:30. He was wearing a tan trenchcoat.
